US senators are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as GOP senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The impact on Americans from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Golf Course
As Saturday's session got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Opposition senators shared concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of moderate Democrats to end the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the payments for a year.
Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several analysts suggested that the core of such a plan would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.
After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
